Diverse Weather Themed Champion

So I was working today, and it was pretty dead. I thought, "I'll entertain myself by making up a champion." I'd just like to share what I thought up see what everybody thinks. There aren't any real specific numbers, but I haven't gotten to that point yet.

WEATHER THEMED CHAMP: Passive: Once a basic ability reaches rank 5, it upgrades his ultimate.

Q, Lightning bolt: 6 Seconds After a 1 second delay (think .75 or 1 second delay and between the area of karthus and zyra q) lightning strikes the ground in a location, damages and has high power, short duration slow (like 75% for 1 second kind)

W, Deluge: 16/15/14/13/12 Summon a rain storm in an area (Similar size to Miss Fortunes rain of bullets) that heals allies every second while they remain in the area. Enemies that enter the area are slightly slowed (think 10-20%) and are affected with Drenched. Drenched targets struck by Thunderbolt take 20-30% more damage and are stunned for 1.5 seconds instead of slowed.

E, Gust of Wind: 17/16.5/16/15.5/15 Summon a gust of wind in target location. (Think of casting viktor's laser, but about half the length and twice the width) Dealing a small amount of damage and knocking enemies in the chosen direction to slight past the end of the gust.

R, Wrath of the Heavens: 150/135/120 Summon a blizzard in target location for 6 seconds (size similar to Zyra's ult) Hail rains down dealing a small-medium amount of damage per second and slowing by 25%.

Then here's where his/her passive comes in (Basic Abilities ranked up to 5 upgrade ult): Wrath of Lightning: Causes lightning to strike down in the whole area of the ult every two seconds, dealing bonus damage. (so 3 strikes of this total, none at beginning) Wrath of Rain: Increases slow to 50% and ult now applies Drenched (so qing in the area will stun them) Wrath of Wind: Tornadoes diverge from the center of the ultimate (growing out like zyra's ult, slowish) knocking enemies up for 1 sec (this happens only once)

The champion would be a mid lane mage. I could see him/her being a surprise support or maybe top lane mage because of the healing spell I was thinking it could heal based off of max health scaling with AP. The Q would be bread and butter skill, semi spammable (like 6ish second cd at max or all ranks before cdr.) I think I would want to focus on the utility of the kit being strong so the champion wouldn't have as high damage to counteract that utility or something like that. But I can just imagine a cool combo where u set up the rain, q over the rain, and during the delay of the lightning strike, use the E to push the enemy into the rain to get stunned. The ult would make him really good in teamfights. A crazy zone of control, that's why the damage (of the DOT at least) would be low. And his late game potential with the upgrading ult would be nice. You might say a heal like the one he has would be unfair for the mid lane (seeing as I can only think of Ahri who has innate or basic ability health sustain), but the rain has counterplay. If he/she uses it to heal, it is in a set area. This means the opponent zone him/her away, or force the champion to use it under turret meaning missed cs and such. It also means that it is on cooldown and unable to be used offensibly for a stun. The point is to show that there would be weaknesses.
