I'm seeing the same champions get new skins while there are other champs that are in dire need of new skins. I feel like it would be nice if Riot could cycle through champions in a rotation to release skins to make it more fair and balanced.

are about to be reworked so no skins there (think too but not confirmed)
Shoehorning champions into a skin isn't a good way to go, regarding quality: "Let's make a skin for X" is much harder and ultimately will yield a worse result, than going "Lunar Revel is here, which champions would fit a warring kingdom skin?"
Corki, EZ, and Vi just got skins
Irelia, Aatrox, Cait, Galio, Zac, Zil all just got skins with in the last year im pretty sure.
I've also had a list of champions that actually need skins for a while now. Highest priority is based on time since last skin, no. of skins (available/ unavailable) and quality of skins. Mostly.
Actually been able to take 2-3 off the list in the last year; so Riot sort of care :)
