I'm seeing the same champions get new skins while there are other champs that are in dire need of new skins. I feel like it would be nice if Riot could cycle through champions in a rotation to release skins to make it more fair and balanced.

Shoehorning champions into a skin isn't a good way to go, regarding quality: "Let's make a skin for X" is much harder and ultimately will yield a worse result, than going "Lunar Revel is here, which champions would fit a warring kingdom skin?"

GoronMuncherV1 votesI've also had a list of champions that actually need skins for a while now. Highest priority is based on time since last skin, no. of skins (available/ unavailable) and quality of skins. Mostly.
Actually been able to take 2-3 off the list in the last year; so Riot sort of care :)

Twitch has the most skins amongst them (yes legacy, but he still has them)
Leaving only Cass and Viktor to really deserve a skin, however these two have quite the problems with skins considering their appearence is really specific

Still have them on my list despite their circumstances because... they do need the skins :) Probably a biased Twitch main, but the lack of a high quality skin and hence 7 years of green auto attacks is pretty disturbing personally. As for Cass and Vik, if Riot actually put the effort in it shouldn't be too hard. Especially given the amazing quality we saw in 2016.
FloRaider421 votesYes they do need the skins, but they need the VU first IMHO I'd like to ask what amazing quality skins you refer to (considering they are purely subjective), I also dislike the idea that Riot isn't putting effort into making skins, as skin creation as a creative process is more about finding ideas and working with them than a linear process.

There's probably more, but personally these skins were all high quality, well crafted, great skins. So do you disagree on the quality of last years skins?

-Arcade skins -Project skins -Elementalist lux -Lunar revel skins (cait and morg ones) -Star guardian skins
are all human (+yordle) skins (apart from Arcade Heca and corki, but they reference racing games and space shooter) Which brings us to the problem that it is much easier to make a skin for a human (+yorlde) champion than a humanoid one. Viktor has a minot problem with his mechanical arm, mask and scepter, but Cass and Twitch are really limited because of their very specific appearence (apart from desperado all Cass skins are just different snake lady myths)
