It's either a Deep Sea Vel'Koz or Frostborn Vel'Koz, as far as I can tell.
Night Walker isn't a bad name, though Vel doesn't walk :P. I love Vel'Koz and this splash is quite nice. He does look like he's either spectral (ghostly) or ice-based.
