It is still coming. Skins can take a long time to create (several months is quite normal). And since it was not decided who would be getting the skin (or whether it would be fire/ice) until after the All-Star event, it will be awhile still until it comes out.
Does anyone besides me think it's ironic that it takes Riot (a company who's made more skins than anybody else and has entire department for it) longer to make skins than the people who designed the TPA skins?
Allstars was after Worlds. We don't even got Worlds Skins yet. So chill your boner, and just wait. It's not forgotten, it just takes time to create it in a way everyone is happy with.
