Idea for Mechanically Hard Tank Champion

Riot, can you make a mechanically hard tank champion?

So the thread in question got me thinking about different tools in a kit that could make a tank interesting, and what if we had a champion that was almost literally a tank? I'll do my best to outline a possible champ, but feel free to contribute ideas/thoughts :D

Champion: Welma The Cranky Operator

Appearance: Welma is an older lady, with gnarled hands, oil-stained coveralls, and she sits in a large, military styled tank.

Passive: Welma can only move by using her Q, Welma's tank is especially large and clunky and thus blocks all movement through her (Imagine a trundle ice pillar)

Q: Power Steering cd: 1/.8/.6/.4/.2 Cost 0 Welma travels in a straight lane in one of 8 directions (up right down left or the diagonals) until she hits s to stop.

W: ARMOR UP Passive The front 3 sides of Welma's tank are much stronger than the back side, taking damage from the front sides is reduced to 90/82/76/68/60% whereas damage on the back side is increased to 180/165/150/135/125/115 (Think similar to Braum's shield)

E: Magnetic Plates cd: 21/18/15/12/9/ Welma gains a 5/8/10/12/14% chance to take the damage for auto attacks on allied champions within 700 range for 4 seconds

R: Bulldozer cd:110/90/60 A wall springs out from either side of Welma's tank (effectively increasing her width by about 1 Gromp on either side), and Welma charges forward, knocking up enemies in the process and doing 150/250/350 (+20% armor, +20%MR) physical damage. Welma gains 30/40/50 Armor and MR for 6 seconds after the spell ends.

So anyways. That's a basic idea I had, I am awful with guesstimating number so if certain numbers I picked seem way high/way low, feel free to let me know! The idea is she would be a tank champion with a lot of presence due to the fact that you can't walk through her so she can create some block offs through tight jungle corridors etc, however to be effective, you would need to be positioned correctly, which could be awkward and difficult, and if you're facing the wrong way, you are super vulnerable.

I can't draw at all so if anyone wants to do any sort of concept sketches go ahead! :D

Lots of mechanics should have limit, otherwise it's just a fancy way to do overpowered characters.

You see that quite a lot in LoL over the years, such as you know, Thresh being one of the most prime examples out there.
