Champion with super speed?

I think that the league of legends is long overdo for a champion with super speed. There are so many different ways they could go with a champ like that. I'm sure somebody at riot games has thought of this before but they need to start working on it. I know that riot likes to make all of their champions very unique and unlike anyone else they have ever made and they've never made a super speed champ before. I have been thinking about this for a while and I've thought of some abilities and a passive I think would be super cool and fun Since I haven't thought of a name for the champion yet I'm just gonna call him Quicksilver. lol R1=rank one R2= rank two, and so on

Passive: Quicksilver's auto attack damage is divided by 5 but his attack speed has no limit and its bonus attack speed is multiplied by 3. So the champions auto attacks would do very little damage but he/she would be auto attacking like 20times a second. (A problem with this would be on-hit effects such as guinsoo's rageblade's passive but I'm sure riot can come up with a solution)

Q: Quicksilver slows an enemy and can sonic punch his target if he gets in range

W: Quicksilver dashes in a target direction while unleashing a rapid flurry of powerful kicks

E: Passive: Quicksilvers movement speed is increased by times (R1 1.1, R2 1.2, R3 1.3, R4 1.4, R5 1.5) Active: Quicksilver gains a quick burst of movement speed for 3 seconds, his next 5 auto attacks deal bonus damage

R (ultimate) :The entire enemy team is slowed by 70% for 5 seconds and Quicksilver gain double movement speed, the ability to dash to any enemy you can see your auto attack speed is doubled, and your allies movement speed and attack speed are increased by times 1.5.
