When you start league, you start off with 3 refunds and I like a lot of people just wasted them at a low level on useless refunds! I think it would be cool if riot would reward summoners for their loyalty essentially and give them 3 refunds for every year their account is active. Just a cool idea
Three is too much per year, maybe one? and Riot already said "NO REFUNDS EVER".

I'd prefer they only let you use your refunds after you hit level 30. That way you'd have a better understanding of what's worth getting a refund on before you waste any.
