Phae'Amae "The Wandering Thief"

I feel like I’ve seen a lot of thief concepts but none of them have really captured the idea of a thief to me. Most of the ones I’ve read have just been glorified assassins called thieves. This I just my little idea in the concept of a thief character that changes the way gold works around her. Really jus tme throwing my two cents into the mix. Not sure if Riot said that they wont make a character who affects gold or anything, and i haven't went looking too far into that.

Phae is a short woman with short cut brown hair. She wears a skin tight full body suit with a very loose fitting and easily shed able cloth layer and hood which would obscure anyone from being able to tell her gender, build, or anything except that she is short (may even lead to witnesses thinking she’s a child. Her primary weapon are a pair of hold out daggers.

Passive – “Illicit Persuasion” Passive- For every minion killed Phae gets a 1-5 stacks of Contraband or for every champion kill or assist she gains 3 stack equal to their champion level. Contraband stacks will be sold to the shop when she recalls for gold equal to 1 gold every three levels, if Phae is killed she loses all stacks of Contraband (So don’t die). She also receive equal gold for any minion or Jungle camp monster that her allies kill near her, or half the kill gold on Assist of champions (regardless of how many assisted in the kill). Friendly Champions also receive an extra 1/3/5 gold when they kill a minion near Phae every 6 levels Phae has, also Enemy Champions lose 1/3/5 gold on minion kill for every 6 levels Phae has (only if the minion is killed near her), this gold lost is granted to Phae. Phae gains an Extra 1/2/3 Gold every 10 seconds, growth every 5 Levels Q “Cut Purse” 25/30/35/45/50 mana 9/8/7/6/5 CD Phae Dashes forward stealing 1/2/3/4/5% of the enemy champion’s gold or 2/3/6/8/10 if it is a minion dealing 10/20/30/40/50 (+.1) physical damage. If Phae may connects with a minion or enemy champion the dash range in extended through them, the cooldown is refreshed, and the mana cost is reduced by half. Phae may only dash through the same minion or champion every 6/5/4/3/2 seconds, and can only steal gold every 35 seconds.

W “Favorable Conditioning” 50/60/70/80/90 mana 15/14/13/12/11 CD Phae throws caltrops behind her in a small zone slowing all non-friendly units (Except dragon naturally) by 15/20/25/30/35% the zone remains for 1/1.25/1.5/1.75/2 seconds. Favorable Conditioning does not have a cast time and can be cast during Cut Purse. But it does not deal damage.

E “Escape Artist” 60/65/70/75/80 Mana 24/22/20/18/16 CD Phae twirls throwing small darts at all nearby Non-Friendly Units dealing 5/10/15/20/25 (+.2) Physical Damage and removing all CC effects on her (except for Knock-Ups and Suppressions) R “Last Resort” 100/125/150 Mana 100/85/70 CD Phae throws up a handful of smoke bombs around her which will fly through the air for 1.5 seconds before hitting the ground Dealing 100/150/200 (+.5) Magic Damage which obscures vision of those inside the zone, and obscures vision of anyone looking inside of outside it for 2.5/3/3.5 seconds. The area around Phae that is obscured by Last Resort increases by rank. Phae also gains steals 50/75/100 from every enemy champion caught in the initial damage of Last Resort. If Phae is killed inside of Last Resort all the gold stolen is given to the killer.

Giving the fact that her passive and Q is all about stealing gold and becoming overfed by basically doing little to nothing I think the remainder of her abilities shouldn't cost mana. They should cost gold(amount decreases as she/skills level) so she doesn't become full built before anyone else can possibly reach full build. I mean, she gets full gold from minions and neutral monsters even if she doesn't kill them as long as an ally does. Allies include minions so she'd not even have to last hit to get gold so this, in and of itself, I'm sure you meant to be limited to champions only. But there should be a time limit. Once every five seconds(otherwise she can sit there in bot lane as a support and not even need kills/assists/support items to get gold.) Also it shouldn't negate enemy champions from getting gold that's just unfair, especially since she gets gold herself that they don't as a side effect. Her abilities, on and of themselves, are fine. Not over powered and with good restrictions.
