Let me know what you think. But there are no (maybe ez) AP bot laners and no weak champions (every champion is justified being in the Fields of Justice by their strength, none for weakness and being forced there). So this concept fills two niches. maybe it doesn't work, but I thought it was worth thinking up and sharing.

Hazuul, the Damned

Archetype: Wretched/Eldritch/Weak Role: AP Marksman/AD Utility

Story: Hazuul is a coward, and he’d known it even before tonight. He’d known it since his aunt had died the night the old village had been destroyed.

They never found her body, but inside the shattered remains of his aunt's old house he’d found her bracer. It was old, very old, that much he had been able to tell. It had felt incredibly cold when he’d put it on, but it had always comforted him anyways. Until now.

After the destruction of the village Hazuul had been placed into servitude. His slight frame meant he could only do meager task, but he didn’t mind, it kept him indoors most days. He’d was ordered to clean the estate of an affluent Noxian (he didn’t know who) and remain otherwise unnoticed. He’d become quite good at both actually, going unnoticed because he was quick, and cleaning because he was afraid to get flogged. Maybe that’s why he was quick too.

But today he’d been caught, not doing anything particular, just noticed. The owner of the estate hobbled in with his pet on his shoulder, Beautrice. In a muffled voice, he cawed through the cloth covering his mouth “I’m busy, flog yourself” and turned to walk away. Hazuul hesitated, the owner had walked away. Maybe he could just walk away and continue being unnoticed? But what if the man found out? He might flog him to death! Best to just flog himself lightly and be done with it.

This was the moment the Darkin knew he was broken. It showed itself, not yet capable of taking full control but knowing it could not lose the battle. Hazuul stared in abject horror as the bracer he’d found so comfortable spawned a tendril of pale blue light. He panicked. Scrambling he tried to wrench the bracer from himself, but it tighten to his arm of its own accord. The tendril began to wrap itself around his forearm before trailing out in front of his hand and snaking its way up to eye level. That’s when he heard the whisper in the back of his mind.

“This body is mine. You are incapable of fighting me of….for long. I can feel your mind breaking, the terror enveloping you. Relax, embrace the calm of the abyss.”

Hazuul screamed. Guards came in, things were flown about the room, walls were broken. He did what he'd done at the village. He ran, but not where he wanted. His arm pulled him, lashing out at those that walked by. He watched as they fell to the floor screaming, clawing their faces or weeping. Some were rent in pieces, others he could watch as their minds broke in its presence. All the while, all he could hear was deep malicious laughter in the back of his mind.

Passive - Slip into the Abyss Hazuul has a modifier that is dependent on the ratio of his Bonus Attack Damage to his Ability Power that affects all the components of his abilities as well as his movement animation. When his AD is greater than his AP his movement begins with the motion of his arm and he follows, with a minute lag (as if dragged by the arm, allowing him to bait out shill shots). When his AP is greater than his AD he moves with his body first (like every other champion).

E - Eldritch Pull The Darkin afflicting Hazuul pulls him in the targeted direct before increasing its attack speed for 4 seconds. -Distance and Attack Speed bonus are inversely dependent on Slip into the Abyss. (AP positive increasing attack speed, AD positive increasing dash distance)

W - The Brink of the Madness The Darkin afflicting Hazuul inhabits a possessed bracer lashing out with magical essence, driving Hazuul into a panicked quickness. Hazuuls basic attacks cause bonus magic damage per hit and he has increased move speed. -AP damage/hit and Move Speed are inversely dependent on Slip into the Abyss. (AP positive increasing the AP/hit, AD positive increasing move speed)

E - Paralyzing Touch The Darkin afflicting Hazuul reaches out to find another victim, dealing magic damage and rooting the first enemy it comes in contact with. -AP damage and Root duration are inversely dependent on Slip into the Abyss. (AP positive increases AP damage, AD positive increases root duration)

R - Suffering in Solitude The Darkin corrupting Hazuul seeks a new victim to torment, it reaches out silencing and causing near-sightedness as well as magic damage over time to the first enemy champion struck. -Magic Damage over Time and Silence / Near-Sightedness duration are inversely dependent on Slip into the Abyss. (AP positive increases damage over time, AD positive increases CC duration)

Note still trying to think of workable numbers but: Dash would vary from Vayne Tumble to Ezreal Arcane Shift, AS from 35% to 70%, Root from 1s to 2s, Ult CC from 1.5s to 3s (justified by being single target and not "hard" CC)

Playstyle: Hazuul has a unique way to play. He scales with both AP and AD however his passive changes how he plays based on the balance of his damage stats. If Hazuul builds AP he plays as an auto-attacking Ability Power carry dealing out large mostly consistent magic damage, with some minor cc and mobility skills. However, his mobility and CC scale with his AD balance, whereas his auto-attack damage scales with his AP, due to the low scaling of his attack damage and attack speed. If he is build AD his damage his seriously mitigated, but his CC and mobility are greatly enhanced. This makes Hazuul a very flexibly and unique champion, capable of filling both the Marksman and AP carry role of team or building for semi-bruiser utility champion fit for top lane.

Example build: APC Marksman: Berserker Greaves, Nashors Tooth, Runaans Hurricane, Rabadons Deathcap, Zhonyas Hourglass, Voidstaff

AD Utility Bruiser: Ninja Tabi, Black Cleaver, Death’s Dance, Spirit Visage, Frozen Mallet, Deadman’s Plate

there are no AP bot laners because ADC is another term for Marksman who typically build AD which is for auto attacking, with the exception of Corki because of his passive. Even so it just converts into magic damage but still builds AD. Also your example build describes two completely different class builds and therefore different champions. I really think Kayn's passive got to people's heads thinking that the transformation can be applied for anything and everywhere
