From what I deciphered from your horrible made... sentence? I think you believe it's harder to get specific champs, however I believe that is subjective. You overall get more BE than IP, however you get it in bursts unlike IP (about 50-100 IP per game). It rewards you for playing more and I get about 200 more BE than I usually did for the same amount of games back when we used IP. While it takes longer to get the cheap champs, and getting specific champs in general during LOWER LEVELS (Below 30) the BE system should help you with what you want.
