[Champion Concept] Element

A champion that is somewhat like Avatar the last Airbender.

Passive: Elemental - Depending on what element the champ is close to within some proximity, say 250 units, (water from the river, fire from the torches or earth from the ground) the chosen spell will be empowered by some percent that increases by each level. (Perhaps the spell key can be illuminated differently so you know which spell is being acted upon by the passive. Earth will always be empowered unless deep in the river. It is possible to have two or more empowered, say you're on the edge of entering the river and still on the ground near a torch, passive will affect all three.) All spells are able to be cast regardless of your location.

Q: One with Earth (AD, directional skill shot) - Gathers a piece of rock, throws it in a direction. Enemy minions are pushed out of the way, with damage, to either side of the rock. If the rock strikes an enemy champ along the way, the enemy champ takes damage and surrounding units take burst damage. Empowered by passive, increased damage + burst damage.

W: One with Water (directional skill shot) - Changes the current and pushes everything away in a single direction; enemy champs, ally champs, minions. Slows enemy champs and If enemy champs are pushed into a wall, they are stunned for an amount of time. Yourself and allied champs are also carried with the current giving increased movement. Empowered by passive, current is longer and stun/slow is longer.

E: One with Fire (AP, unit target shot) - Initial damage + applies a damage over time similar to having a red buff. Empowered by passive, damage over time either lasts longer or does increased damage.

R: One with the Elements (AP/AD) - A whirl pool of earth, water and fire form at a target location, bringing enemy champs to the centre of the pool, doing damage and slowing enemy champs after the ult has ended. Passive will affect only the water portion of the ult, the slow time; if ult is in the river, enemy champs are slowed X seconds longer than if ulted elsewhere.

I've also thought about a champ like this, but it seems like it isn't likely to come about the way you're thinking... what if his passive instead changes to he changes to different element after a certain amount of time spent near those things? say about 10 seconds. might work better that way so ur skills arent continuously changing whenever u move 2 feet. or u could think of it this way. we already have udyr who kinda represents them already. turtle for earth since it makes u tanky, phoenix for fire, obvious reasons, tiger for water since it's a continuous rain of blows, and bear for wind since u can run right through things.

Might think of a way to alter an already existing design like Sol for example. heard that he was originally gonna be an elemental type. all that would be needed is an ult like elise's where he transforms from one to the other. so one could be sky and weather related and the other could be ground and catastrophe related.
