Champion Suggestion - Baohu Zhe, The Retributionist

I haven't worked out the lore for this champ, but here is pretty much his kit so far, feel free to comment on what you think about him. Thanks for your time guys Baohu Zhe, The Retributionist (Top lane / Jungle)

Abilities: Passive: Punishment Baohu Zhe will gain +15 bonus ad damage per kill on the enemy champion(s) that he comes into combat with, killing enemy champion(s) resets their punishment.

Q. Focused Desolence: 4.5 sec cd 30 energy Baohu Zhe charges up energy ball from within himself for 2 seconds, after charging for at least 2 seconds, you CAN recast the ability to release it dealing 65/75/85/95/105 damage, (subsequent damage to targets reduce damage by 20) if you are attacked or moved while charging it'll cancel the charging of the ability. ratio 1.2 Charge rate: lvl 1 - 2 sec lvl 2 - 3 sec lvl 3 - 4 sec lvl 4 - 5 sec lvl 5 - 6 sec W. Close Quarters: 7 sec cd 50 energy First cast, Baohu Zhe can sidestep out of the way. Second cast, Baohu Zhe will dash towards an enemy within 225 units near him, allowing him to slow down his opponent for 25%/30/35/40/45 of his movement speed for 1.5 sec, if Baohu Zhe hits an enemy champion his energy becomes refunded.

E. Roundhouse: 5 sec cd 15 energy (per cast) Baohu Zhe will kick his oppent dealing 15/18/21/24/27 damage, you can recast this ability 2 more times within 3 sec with the timer resetting after each cast, on the third kick Baohu Zhe will kick his oppent into the air.(subsequent to same target increases by 15 damage) ratio .4

R. Raging Justice: 120 sec No cost Baohu Zhe will start running in a straight line, if he meets an enemy champion he will commence attacking dealing 180/260/340 damage +(ratio .6) for 1 sec/1.30/1.60 ending with a kick sending both targets flying in the opposite direction.
