Elite Skins Upon Max Mastery of a Champion

So i was thinking with the character mastery level now in PBE wouldn't it be cool if they made some sort of "Elite Skin" for every champion upon maxing out the character mastery to make it a more of a feeling that you feel like you deserved and worked towards a skin for playing champions you love. Sure this would take awhile to get to max level of a character mastery but it would give you more of a reason to want to get better at a champion, to want to continue playing games until you unlock the that Elite Skin.

These are just my thoughts of what could make the character mastery more rewarding for summoners.

I actually like this idea, why not reward people for playing and mastering their favourite champion. I think it would be cool to see someone with an Elite skin for a champ and know that they put a lot of effort in to get it and that they are probably skilled with that champion.

Idk, whenever I'm playing a game I generally don't want my enemy to know my skill level on the champion I'm playing. But I guess regular skins express the same thing. :/

I think a skin would be a lot of work for every champ. I think it would be cool if we could get a special splash art that can be displayed in the loading screen.

124 Champions. 124 skins. Sure, this seems like a great idea, but imagine how difficult it would be to make 124 different skins that aren't even being paid for! Maybe a chroma pack would be a little more appropriate then a whole skin, afterall, they are a whole lot easier to make.
