Condition to "Treat yourself to a mystery skin" and buy a friend a mystery skin are the same or not?

Hello fellow summoners I'm moderately to LoL and I was wondering if I should wait until the "Treat yourself to a mystery skin" to unlock a skin that I wanted. Right now I only have 1 champion and that is ezreal I'm waiting until that event hoping to unlock Pulse Fire Ezreal but I'm not sure if that is possible with 1 champion because the condition for giving a friend a mystery gift was 10 champion in champion pool and I don't know if the condition to treat yourself to a mystery skin and buy a friend a mystery skin are the same.

You would not be able to get Pulsefire Ezreal due to the lack of skins available for you to get. You must have 10+ skins available to get a mystery skin from a friend or from yourself. Hope this helped.
