New Champion Idea

I have a new idea for a champ called Aquafilius, the Son of Storm. He is a mid/bot control mage/support. Please note that this is the roughest of rough drafts, and it not supposed to be a the finished project. Aquafilius is a being of water that commands all the power of a sea tempest. Here are his abilities. I have two passive ideas: 1. Water form - After every 10 or 15 seconds, the next auto attack that would deal damage to Aquafilius does not. or 2.Sea Storm - Aquafilius's auto attacks are waves that hunt down the enemy, but any enemy that the wave passes through before reaching that target takes damage. His Q is Whirlpool - After channeling for 1 second, Aquafilius summons a whirlpool at target location. Any enemy champion that passes through the whirlpool is pulled to the center and stunned. The whirlpool lasts for 5 seconds or until 3 enemy champions are stunned in it. Aquafilius's W is called Storm Cloud, but I have two different Ideas for it's affect. 1. Aquafilus summons a storm cloud above target location. The cloud strikes the ground with lightning twice, damaging enemies and stunning the one directly under the strike. or 2. Aquafilius summons a storm cloud above target enemy champion. The cloud follows that champion striking them and enemies around them(I think slow might also work with number 2). His E is Electric Eel - Aquafilius summons an electric eel to a target champion, healing allies and increasing their movement speed and attack speed, or damaging enemies and decreasing their movement and attack speed. Finally, Aquafilius's R is Fog Storm - Aquafilius shrouds an area of the map in a fog bank. Within it, enemies can't see the person inside and they have limited sight and slows their movement speed. It is covered in water, and increases allies movement speed while they are inside. Aquafilius's Q, W, and E all last until the storm disperses, and when the eel is cast here it can swim throughout the water, damaging enemies who cross the electrified water. And that's about it. Riot, I think it would be awesome to have Aquafilius join the ranks of League contenders. A side note, Aquafilius is a being of pure water, and could tie in with Nami or Fizz's backround. Also if everyone would comment and take my poll, then that would give me a chance to address problems that you come up with. By the way everybody, SSSSSSSSSSSS!!!!!!!!!!!!
