Hamlet, of the Mystical Bazaar.

Hamlet is like the majority of his Manbacon brethren, in that he has a soft spot for gold, and generally anything worth of value. Manbaconians are infamous for their insanely high prices and ability to barter down any one else from a good deal. Visually, Manbaconians can be described as pig men, with their pink skin, pointed ears, and spiraled tails.

Hamlet is well known through out several locations in Valoran for his uncanny ability to find unique oddities and wares, and sell them at unbelievably high prices. It is said that he possesses artifacts from the Rune Wars which help him find his wares, other say he is nothing more than a cheat and a liar. Whatever the case, his items are real, and they cost real gold.

Abilities

Resource: Hamlet does not use a resource, such as mana or stamina.

Passive: Hamlet has influence with the traders of Valoran, and gets a flat 10% discount on all items in the shop. Additionally, his allies receive a 5% discount if they purchase from him rather than the regular shop. Enemies get a 10% increase in cost if they shop from him.

Q - Satchel of oddities: Hamlet stops to rummages through his satchel, throwing objects in random directions which deal AD damage to enemies and stun them. Hamlet may go around and pick up objects that did not hit enemies, returning charges to this ability. This ability may have up to 15 charges at level 1, scaling up to a possible 25 charges at level 18. Every 6 seconds, Hamlet gets a charge to this ability. Enemies may pick up the objects that were dropped after they landed, preventing Hamlet from retrieving his charges and granting a small amount of gold for doing so.

W - Scavenger: This passive ability gives Hamlet the ability to see where rare artifacts are on the map, creating a minigame similar to Bard's. One artifact will spawn on the map every 5 minutes of gameplay after receiving this ability. There will also be dud artifacts that spawn around the map to fool Hamlet; Duds will recharge Satchel of oddities' charges, and will only despawn after the 5 minutes timer or when used. If an artifact is not found within 5 minutes of spawning, it will despawn and a new item will spawn instead. If Hamlet successfully retrieves the artifact, he will receive a random sellable item, based on how quickly he found it. The ability icon will light up when Hamlet is near the real object.

E - Behold, The Power of..!: Hamlet triumphantly searched through his satchel for a moment, then throws an object or weapon in a targeted line. On hit, the object will randomly deal between 50% of his AD to 300% of his AD. If the object is to deal below 100% damage, it will slow the target hit. If the object is to deal above 200%, it will pierce through multiple units. This ability is a skillshot and can be blocked by minions.

R - Set Up Shop: Hamlet sets up shop, gaining a powerful shield, becoming completely immobile and immovable, and allowing allies AND enemies to purchase from him as a portable shop. While in under the effects of this ability, Hamlet cannot use item abilities or attack enemies. All items in the regular shop are sold here, including unique items such as Kalista's spear. Hamlet cannot purchase from himself, and must use the nexus shop instead, unless there is an enemy Hamlet. Hamlet only receives 15% of all gold from purchases made at his store. Players may not sell to Hamlet, however, and must always use nexus shops for this action. Upon activating a second time, Hamlet packs up his shop again and moves on, retaining the rest of his shield for 3 seconds.

Sidenotes

I imagine Hamlet's Q to drop items such as rotting fish, golden grails, swords, hammers, chestplate armor, helmets, and boots. His E would be similar in that it could throw items like T-bone steaks, spears, and exact replicas to other champion's weapons, such as Garen's sword and one of Draven's spinaxes. The item thrown would indicate the approximate damage it would do, being that a T-bone steak should do below 100% damage, while one of Draven's axes would deal over 200%.

He'd have to have a sort of World of Warcraft goblin style persona to really pull off the greedy shopkeeper feel.
