Give my champion idea scalings please!

So, I came up with the idea for this champion quite a while ago. The only problem is that I never gave her abilities base damages and scalings, simply because I'm honestly not quite sure what would be considered balanced and not balanced. I mean, everyone wants their own champion brews to be op, right? Anyway, give me your opinions and help me out!

Sarina, The Elementalist

  1. Passive - Heart of the elements - Sarina regains health when successfully hitting an enemy champion with an ability. This ability has a 15 second cooldown.

  2. Q - Crimson Flame - Sarina fires a fireball in target direction, dealing magic damage and slowing the target hit if they are below 50% health.

  3. W - Earthen Clutch - Sarina terraforms the ground below her target, dealing magic damage and snaring the target for a short time. Sarina can also cast Earthen Clutch on herself to gain a small shield that decays over time.

  4. E - Backdraft - Sarina grants herself or target ally bonus movement speed for a short duration. If cast on an enemy, Backdraft deals a small amount of magic damage, but makes Sarina's next auto attack deal bonus magic damage to the target.

  5. R - Cross Current - Sarina floods the battlefield with surging water. Enemies take magic damage initially, then a whirlpool opens op and enemies still inside the circle are slowed and pulled towards the center of the whirlpool. Enemy movement speed determines how effective this is.

I like those skills unfortunately i have no idea how to add scallings, but i think you should change her passive on a way that she regains the HP based on the Skill used instead being restricted by a X Base Scale.

The base, instantaneous, single cast of everything QWER damage of burst casters tends to barely surpass 1,000 once they hit level 18, and you usually need 450 AP to double their damage. Needing 350~400 AP to double the rank 5 damage of QWER stuff and 600700 to double the damage of R stuff.

When you look at repeat cast stuff like Twin Fang or damage over time stuff like Tibber's existing, it's usually treated more as a bonus, which can far surpass that ~1k base.

Another way of looking at burst rotations is that they tend to stick pretty close to 50% of your base health at that level, or, seeing as base mana tends to be really close to 50% of your health at any given level, you're base burst will often do your base mana in damage prior to AP. Granted - this is a little off at pre-ult levels.

As for X/X/X/X/X base scaling - rank 5 tends to be ~3 times as much as rank 1.

base HP is ~500 at 1, +~85 per level, and ~2000 for most champions. Mana is ~280, +~40, and ~1000 @18 on average.
