Petition to bring back U.R.F... (FOR GOOD) *Hear me out here* (CONCEPT)

Anyone that has played League has most likely heard of U.R.F. or ultra rapid fire mode. Riot first introduced this game mode for April Fools Day in 2014 and it instantly became a fan favorite. Offering zero mana costs on abilities as well as 80% CDR on both champion spells and summoner spells its exploding popularity made for a huge demand to keep it as a permanent game mode by a majority of the League community. Now of course not everyone feels this way towards Ultra Rapid Fire with some believing that bringing URF back for good could cause backlash on how much normal games of summoners rift would actually be played and how much attention would be needed to make sure URF stays balanced for everyone.

Now I am one of the players that would love to see URF come back as a permanent game mode. I for one would love to be able to play it as a way to wind down from a long day of ranked or even normals. But there again, I know there would be people that would have a problem with its return. So, here's an idea to possibly bring back URF with minimal community backlash;

Instead of playing it on the rift, we could bring it to Howling Abyss and make the champ select that of an ARAM game with a twist. So we start it out like a normal draft game on the rift with a ban phase so players can ban out champions that they feel are super strong in an URF scenario. Next comes a lottery pick much of that of an ARAM. Players are given a random champion from the pool of remaining champions that weren't banned out and from there they can reroll the champion they got if they do not wish to play it.

Now the question of summoner spells being to OP on such a small map such as howling abyss. So I suggest making spells like the poro toss, ignite, and exhaust inaccessible to use in this game mode. Put it more on the champions duking it out rather than relying on summoner spells to win the fights for them.

Now the idea isn't perfect and I'm sure there is a lot more to consider for this but I am more than open to suggestions/comments/concerns on this. I would love to see this mode brought back as a permanent game mode and I'm sure there are many more that feel the same way. I'm going to add a poll so if anyone from riot just so happens to see this post they can see the want for this mode, though I'm sure they know it already.
