he is good champ but he needs more power to be in top tear its not fair for the king of damcia to be weak his e needs to scale of ad and needs lower cool down like his q his w needs more health percent scale like 5% and 220 shiled that wopuld be great and wont make jarven over powered and also his basic skin should be golden like the looding screen of it and not yellow more ornge
J4 is currently top tier sitting on a near 52% win rate (5th highest for jungle), and often used in pro play, I highly doubt he'll receive any buffs LOL
They buffed J4 at the start of the season. J4 is a top tier jungler. The only thing thats weak right now is the jungle role as a whole thanks to the ridiculous xp nerfs.

J4 is lowkey overpowered (even in toplane), if he needs work it's not in his numbers, but rather in his outdatedness. He could use some lower base damage/shielding in favor of some better ratio's/cooldowns to further seperate his tank and ad build, or he could use an updated passive and way to cast his R (maybe changing point and click to location targeted cataclysm in favor of some power to it).
I like the AP ratio on his standard though and wouldn't mind seeing an AP ratio for the attack speed and his shield as well (wouldn't be much power budget but actually open up a more AP playstyle)
