[Champion Concept] 0-28, the Arsenal
So what I think League needs now, is a mechanized weapons platform for a champion. Something programmed to take out enemies in a storm of iron and fire. Let's look at some of 0-28's abilities.
Passive - Weapon Wheel
Every three auto-attacks, 0-28 changes his primary weapon, modifying its properties.
Shredder Minigun - 0-28's auto-attacks reduce the target's armor by 2%, stacks 3 times. Lasts 3 seconds.
Tanglefoot Rockets - 0-28's auto-attacks reduce the target's move speed by 5, stacks 3 times. Lasts 3 seconds.
Corrosion Laser - 0-28's auto-attacks reduce the target's damage by 2%, stacks 3 times. Lasts 3 seconds.
Context: So, aside from Jinx, I don't recall League having a champion who's auto-attack properties are constantly changing through a cycle. The stat reductions don't last long, and aren't large enough to be game breaking. I chose 3 seconds because I feel like if 0-28 were built with decent attack speed for a carry, you could have all three debuffs on a single target. These reduction amounts could be tweaked to be better balanced, but these were just rough numbers.
Q - Cut Them Down
Range - 1200 Cost - 70 Mana CD - 17/14/11/8/5
0-28 sweeps target cone area twice with a spray of bullets, dealing 25/35/45/55/65 (+100% AD) with each sweep. Targets hit by the first sweep take 75% damage from the second sweep.
Every ADC needs a cool AoE move. Why not just loose a spray of hot lead on your foes? I used Ashe's Volley ratios to find a nice spot for 0-28's Q. The CD is also slightly higher because of the higher damage it can potentially do. Cost is also slightly increased. A good poke tool in lane that has potential to hit both support and ADC. Again, numbers can be adjusted.
W - Anti-Pursuit Charges
Range - 900 Cost - 40 Mana CD (Charge) - 7
0-28 can lay three mines in quick succession that arm after 1 second. When an enemy steps on one, they detonate, damaging the enemy for 50/60/70/80/90 (+1.5 AP), and slowing them by 90% for .25 seconds.
Since 0-28 doesn't have any sort of dash or escape, these charges are made to dissuade would-be chasers. They can also be used to cut off escapes of escaping meatbags. An AP ratio is used on the mine damage because they aren't meant to be used for their damage.
E - Refractor Array
Cost - 90 Mana CD - 20
0-28 activates his defensive matrix, raising a reflective shield for 1 second. The next projectile that strikes this shield grants 0-28 a 50% attack speed bonus for 3 seconds, and the ability is launched in the direction it came from, damaging any enemies it hits based on its native properties, doing 75% of its damage.
A quick decision defensive ability that takes a unique turn. You have a small time frame to activate it, but whatever ability it catches can be redirected. Imagine catching an Ashe arrow or a Jinx rocket.
R - Metalocalypse jk, Metal Storm
0-28 removes all safety protocols for 10 seconds, increasing his attack speed by 25%. During Metal Storm, 0-28 benefits from all three of his weapon systems, and increasing their stack limit to 5.
This is 0-28's #rekt move. This allows all AA's in the 10 second duration to shred armor, slow, and lower damage of his main target substantially. This is an insanely good ability for dueling. Imagine going toe-to-toe with another ADC as you just unleash hell in the form of an iron onslaught. Though he is technically using three attacks, the damage of each AA is not tripled or increased. It would still do his standard AA damage, and could crit.
Unfortunately, I don't have an artistic concept of 0-28, simply because I am awful at drawing. I imagine it looking something like a Juggernaut from the C&C series and a Scorpion tank from the Halo series had a big, metal, sexy love child. Let me know what you think about the kit. I know there's likely plenty of flaws and balancing issues, but I think it would be a very interesting champion to take to the bot lane. Imagine Leona standing next to a giant mech loaded with "screw you" bullets, "get wrecked" rockets, and the "peace out, nerd" laser.
