Can't say much about the character design since you just describe him as a ninja with a kusarigama. I like that style, but like you already pointed out somehow we already have a user of a kusarigama with Thresh. Maybe finding another weapon could help. Ninja actually used alot of weapons including chains, not just kusarigama.

About the kit: You say he is meant to be a fighter/assassin. But the kit doesn't really represent that. He has alot of CC (Q can root if marked, W knocks up all enemies if marked, E is AoE slow and R is rooting plus keeping enemies marked for 4 seconds for infinite CC lock). Meanwhile he doesn't really have an escape, just an MS buff. Switching with his ult clones doesn't work as an escape since they are right next to the enemies.

Meanwhile your concept is dealing tons of damage (2 sources for missing hp damage, more damage if he is missing hp, damage procc on passive), has great base damages on all his skills and incredibly low cds. You don't even mention any kind of resource. People wouldn't build him like an assassin, pretty sure they would build him as a tank.

I think you should give it another try. Maybe you should read about the specific strengths and weaknesses of the subclasses designed by Riot (in your case: assassins) and then make a kit around these. Like adding an escape in the kit, tuning down the base damages and giving him great scaling (that would force the player to build damage instead of tank, just what they did with Ekko to remove his tank build).

And you should keep in mind: The ninjas we already have in the game are all running with a resource called energy. Your champion probably should use this, too. And they have tools in their kit to restore some of this energy.
