IP Payments on Champions 3150, 4800 and higher

I figured that for those that are impatient in waiting to buy a Champion with IP at 3150, 4800 or higher, since it takes a while to accumulate that much IP, that it would be a good idea if Riot could enable that for all of us. This idea, if it becomes a thing, could be limited to making payments on one or two Champions at a time. The payment could start at 1000 IP, which isn't too hard to get after a day of playing, and it can be spent on a Champion to make a payment. This payment would not give you the Champion until it was fully paid off, though. I figured that this would be a good idea for those that don't like to wait until they have just the right amount of IP to purchase the Champion they want. Instead, you can spend IP on the payment and make the price of that Champion smaller each time. I consider that to be inspiring because then you realize how close you're getting to owning that Champion. Please help me make this a thing by giving this views and plenty of comments on what can be improved about this idea.
