Is Mafia Graves is going Legacy?

So I was told by my friend just a couple days ago that the skin Mafia Graves is going to be put in the legacy vault soon, I have heard this from others before, If I could grab attention of a experienced LoL player or a LoL helper/Rioter that would be great so I can find this out. I am wondering because I have enough to purchase Mafia Graves but I don't know if I should because I was eyeing another skin as well, but if this is going to go legacy I will surely buy it.
