I've had to dodge multiple games because players take my role before the game starts only to find there is no punishment for that unless the game starts. I want a feature added to report someone once they lock in and confirm to troll if someone is reported the game should be disbanded then and the player reported punished or if the report had no merit the player/players be punished with a Dodge penalty
The problem with reporting before the game is that each report has to be reviewed, and therefore, it would be unfair to punish anyone beforehand. While a system could be developed to make it more fair, meting out punishment is not a light responsibility. Also, the system can't really detect the difference between 'troll', off-meta, or raging. So discerning what's happening in such reports would be difficult for both automated and human arbitration.
I believed Riot said this in the past that people can abuse this system.
