Item-Rod of Reduction

Fast post about bringing back some power to the champions that dont really want to go morellonomicon and they are not seen at worlds or even in soloQ for long long time. I think that items bring huge changes to how the game is played and we need item that called "Rod of Reduction" : -60 ability power (75 after 10minutes) -10%cdr (20 after 10minutes) -200hp (350 after 10 minutes) -200mana (300 after 10minutes)

Unique passive: reduce damage dealt to you by 5/8/11/14/17% per unique champion kill.
