I believe from now on, you should only get skins from random skin shards or orbs for champions THAT YOU OWN not just random skins because I keep getting skins for champions that I am never going to play in my life so I re-roll them and I get some stupid Lulu skin that I don't need because I don't play that champion. The random skin RNG is terrible and should be changed.

Sometimes, dropping a specific skin can be a motivation to start playing a champion. Happened to me quite alot, actually.
To list some champions which I started playing because I dropped these skins:

Gun Goddess Miss Fortune

Zombie Nunu
From another point of view: Champions I would start playing if I dropped this one skin for them.

So, just saying, I actually see value in dropping skin shards for champions I don't own yet. I want to keep it that way.
