"Long ago during Shurima's finest days, Hamenhtep dabbled in all manner of chemical magics including finding a way to revive the recently deceased. Just as he made the discovery, Xerath reached the pinnacle of his corrupted power and brought down the empire of Shurima, and during the cataclysm Hamenhtep's chemicals spilled on him as his laboratory collapsed around him, buried beneath sand and time. Now with Shurima risen, so has he, corrupted and twisted from his original form. Now with his mind twisted and a thirst for blood, Hamenhtep walks among the living, using his once brilliant mind to cover the land in plague and pestilence."

Main stat: AP

Passive - Cannibilize - For every minion or champion that dies close to Hamenhtep, he regains 2% of his current max mana and hp over 5 seconds.

Q - Summon Undead - Hamenhtep raises a recently fallen target as an undead ghoul for 10 seconds. HP/Damage determined by what was chosen to be raised. Holding Alt will allow you to control it but cannot exceed past 400 units.

W - Plague Wave - Hamenhtep sends a wave of goo in front of him that splits, poisoning targets for 100/200/250/300/350 damage over 5 seconds

E - Bees - Hamenhtep covers a target in bees, slowing them and amplifying damage done to them by 10/20/30/40/50%

R - Golden Parasite - Hamenhtep fires a Golden Beetle at a target, causing the parasite to burrow deep in its target, draining 10% of max health every 3 seconds until either death or health is restored to full. Does not interrupt channeling/recall.

Just saying, I think it's cool that a champ could have all these things, but if you watch the 4.16 patch rundown video they specifically say that they are trying to give each champion something unique about them, something no one else has. Yasuo with his wind wall (and e, IMO), Vel with his Geometry, Gnar with his transformation rules, Azir with his minions, Braum with his passive/shield, and Cassi with her passive (and ulti IMO)

Every champ needs something special, this one's only special thing is his lore and would-be animations.
