New tank item

I want a TANK item that has a passive that boosts the strength of shields. Spirit visage is a great item; however, sometimes it seems that its passive isn't that good. For a lot of tank champs the only thing the passive does is increase health regain, which is helpful for lane sustain but not much else unless you have a support that heals. For some champs a much more useful tank item would be one that boosts shield strength. Champions such as sion, nautilus, and shen would greatly benefit from this passive. I think it should provide armor, health, and cdr. The reason I want this item is to provide some more options. There are a lot of times as a tank where many of the items seem sub-optimal and not very useful for my situation or champion. Please comment what you think.

I agree on an item that boosts shields but that item you're suggesting is too overloaded. You can't have an item that boosts shields (of which there are many in the game currently) and still get health armour and Cdr. Spirit Visage works mostly on regen but a shield buff would work on a lot of shielding abilities tanks have so to compensate for that it can't be as efficient.
