A champ i already thought up but couldn't find the old post i made.

Leste the Toxin of Zaun Lore:

"In the labs of Zaun, where many horrible creations were made and set to wreak havoc on the world. One creation stood out among the rest, one that had been long kept secret...

At first an experiment to create an anti-monster chemical, to suppress any would be escapees from the labs, the smoldering concoction Dr. Lester had made was living poison that would bind with any living thing and simply suppress it. At first, it seemed to work, almost a little too well in fact...as it killed many of the test subjects. The professors of Zaun mocked Leste for his failed attempt at making a simple paralyzing potion, but this would not stop him, he decided to take his experiment to the one person who knew his posions...singed.

The crazed doctors created somethign even more unfathomable, a living vapor, the first feild test went awry and things went from bad to worse, instead of binding to the subject the vapor quickly attached itself to Dr.Leste. Feeling hazy, gasping for air the doctor soon thought it would be over, until he become something more, something out of thin air! lest had become a living vapor of free will! he could control the oxygen around himself and was partially immortal! his first goal was to enact revenge on his colleagues for their mockery, but alas singed would not have it. He turned on his partner and stuck him in a air chamber that would keep him confined from freely killing every living thing, confined for what seemed like eons...until now..."

Passive: Thin air.

Being a half gaseous state, moves freely and can even by pass enemy attacks. gains 10% of his bonus movement speed, and takes 4.5%less damage from enemy basic attacks stacking up to 5 times.

Q : Toxic Orb Cool down = 8/6.5/5/4.5 Leste hurls a ball of gas at his enemies, inflicting magic damage to the first enemies hit(can hit multiple targets on impact). enemies left in the path of the ball are slowed for 2 seconds, and enemies hit by the ball take 40/60/80/100/120 magic damage over 3 seconds. ap ratio= 45% slow=15/20/25/30/35%

W : Evaporate Cool down= 14/13/12/11/10 Leste evaporates completely into a gaseous form, turning invisible for a brief period. walking through enemies will poison them but also reduce the length of his invisibility by 50%. invisibility lasts for 6 seconds , damage = 20/30/50/75/100 plus 45%ap over 5 seconds, walking through enemy champions also gives amovement speed bonus 30 that decays over 2 seconds

E : Particle placement Cool down= 20/18/16 For 3 seconds Leste can let champion basic attacks pass right through him, or avoids the first enemy spell cast on him. The cool down decreases for each champion Leste hits with a basic spell.

Ultimate : Last Breath Cool down= 100/90/80/70/65 After channeling for 1 second, leste blasts the area around him with poison mist, slowing any enemies in the area and poisoning them. damage=100/120/140/160/200 plus 75%ap over 3 seconds. slow duration last 3 seconds and start at 40% decaying over 3 seconds.

Leste is a middle lane champion with good escapes and poke, he even can play support with the damage reduction he takes from basic attacks along with his cc.

Evaporate would be too strong as it allows him to twitch stealth and damage while stealthed, also passing through units and damaging wouldn't reveal him leaving chasers with low HP screwed. You're also not giving him a mana cost so i'm taking in account that he must be a resourceless champion. E would be heavily abused but could be balanced out with instead of need to hit with a spell, he would have to auto attack causing him to go in close with some type of counterplay. reducing basic attacks and letting him have movement speed when attacked from basic attacks is too strong, especially when you allow it to stack to 5. that means after 5 attacks he will have 50% movespeed and 18.5% damage reduction.
