Physics-reality bending champion idea

So, over the last few weeks I have come up with an idea for a 'half-summoned' champion-- it's kind of like Zilean 's deal where his mind isn't completely anchored to the normal flow of time, but instead they aren't completely 'existing.' They are both everywhere and anywhere at the same time, randomly teleporting anywhere on Runeterra and then disappearing again, teleporting somewhere else. The Institute hears about it, he randomly teleports there, he gets mostly tacked down in space.

Maybe it's the kid that LeeSin tried to summon, I don't know.

Anyways, I was thinking about making their passive some kind of very short-ranged uncontrollable flash. Nothing longer than Illaoi 's W. It would only happen every 15 or 20 seconds, but also means that they could be put into both really good and really bad situations with it.

I would make their Q and inverted cone skillshot, like Aatrox 's, but shorter and wider. It would mark the target(s) it hits, and if that target is hit with another ability it does bonus damage.

Their W would make them channel for about a second, with a very obvious animation, before creating a medium-sized square of slow and silence.

E would have a longer cooldown and halve the duration of any CC within the next 5 or 10 seconds. It would also give them a slight damage and regeneration buff. Think Gangplank orange, but different.

The ult I thought up is both overpowered and unusable at the same time. Upon activation, little bubbles of teleportation would be created randomly over the map. If someone is in one of these bubbles when they go off, they would (surprise surprise) teleport to a random location on the map. Lots of randomness.

Riot, feel absolutely free to use any and all parts of this idea, if your hearts so desire. I won't be salty if you don't.[slayer-jinx-wink]

Themewise it's to close to Zilean Lorewise he would have a problem, considering Summoners don't exist anymore Gameplaywise he would be a disaster, since he relies so much on RNG

On a more serious note, basically what the guy above me said. The Institute of War has been retconned for a long time now, thematically he's just a fusion of Zilean an the Lutece Twins from Bioshock Infinite, and kit-wise his abilities put too much in the hands of chance. I mean, randomly teleporting a short distance in a random direction is their passive? That alone kills most people's interest in playing them.

I admit a malfunctioning dimension-hopper isn't in itself a bad concept, just the notion of randomly repositioning the player against their will and/or giving their ultimate an inconsistent, uncontrollable effect is where all the badness lies.
