i was just wondering if anyone here could estimate Bard's price from just looking at his game play shown on youtube, twitch, etc. and people who have testing accounts

None. He will be 7800 IP for a week. After that, he will be 6300. As he gets older, and more champions come out, he will eventually become 4800 (not within the next year or two though). The prices show how new a champion is, and is by no means an indicator of how good they are. Poppy is an annoying little killer sometimes (from my experience, poppy in ARAM means a lot of death), yet she is only 450 IP (i believe). Some people find some champs like Lucian as not the best to pick (although some love Lucian, i rarely ever see one in any games i play, so i am assuming this), yet Lucian is 6300 IP.

All new champs start at 7800 ip then drop to 6800 ip
