Do I need to get copyright rights from riot to create a new skin for a character if it is for a school project?

I believe as long as you're not using it for profit you're fine.
as long as you dont use it for profit and you give them credit as creators of the base material (the character) then no you probably dont. hell if you make a video about it and send it to riot they might even show it off. riots always respected other peoples work and creations, they even have a youtube series that is 60% showing what other creators have made with their ideas. see allchat. maybe you could get on it
