Fre skins!!!

I was thinking and I was looking at skin and I thought why not have free skin week rotation where we can play skins of the champs we have so if you don't have a champ of free skin sad for you, but under one condition riot should not over lap champs but also this could go in hand with the new thing with the champ rating you must have a good enough ranking on that champ to play a skin for that champ. pls give me feed back and if you think this can launch.
