Hello Why In The PBE Victorious Morgana and Victorious Elise Cost This Much? Any answers please? Is it a Bug or It Costs Like This In The Normal Client ? Morgana Costs Like 999999 and Elise 10 RP?

Because PBE is for bug testing and players are meant to be finding and reproducing bugs. Content that is to be tested has its price set to a low BE price and content that is not to be tested does not.
generally newer things cost less so that players can test them better, older things that have already been tested do not require this.
