Super Ultra Rare Skins - A Riot Consideration

Can you get leadership at Riot to sell ultra rare skins (like Rusty Blitzcrank) to obsessed users like me? With certain rules to buy like...

1. Players have to be M7 with that champ to qualify.
2. Player's account has to be at least 2 years old.
3. Player can only buy the skin for a limited time.
4. Player can only buy ultra rare skin for 15,000 RP.

Can you make this happen? Something, please. It's driving me nuts that I can't get all of the skins. If ur really trying to get rid of an ugly, ultra rare skin... can you at least re-work it, so you can sell it? I'm dying here. Please pass this to leadership, thank you.
