A challange for Riot(+ Thanks)

Dear Riot.

First of all, I'd like to thank you for (nearly) all wonderful champions in the game. Champions that are skill based, bursters, supports etc. Some of their designes are really amazing ( like Azir or Velkoz ), some not that much ( Warwick personally)

But I have a small challenge for you: Create a viable champion with no stats scalling whatsoever. Some may say that's impossible, that a mandatory thing for a champion is to have a scalling in HP, AD, AP, anything. I'd also like to see what do you (community) think of this idea ( I belive most of the answears would be: "Nope", "Impossible", "Bad idea" etc.).

Can you give an example of a non scaling champ that exists in the game or is close to? Scalling is a good trait that makes champs more viable when the game goes on, to have a champ not have it would make them non viable. Funny you mention vel since a support vel is great and he scales into an extra mid lane champion.
