On a more serious note, what exactly did you have in mind for this skin? Fake strike posts aren't going to get people to upvote your ideas to bring them to Riot's attention; details and preferably illustrations will. What do you want from this skin idea of yours that his existing skins (i.e. his default or Arclight) do not already provide?

I came here because I wanted to see your ideas, the product of your imagination; not to have a vague concept dropped in my direction and then be held responsible for actually figuring out the details for myself.
I can kinda see a sort of 'cosmic' look for Vel, but it turns out looking either too close to his original skin or too much like you're just porting Aurelion Sol's textures onto Vel's model- starry/void look for the skin on the tentacles, eye is a giant star, bits surrounding the eye look similar to his crown, etc.
But now that's my idea, not yours.

His body is made of stars and lines connecting them, much like a constellation. Reference - Alganon from WoW.
Q- Shoots a star that goes nova when it reaches the limit of the range/is reactivated.
W- A Small black hole appears in front of Vel'koz that emites a pulsar ray
E - A smaller sun shoots out and explodes
R - Vel uses the stars in his body to fling energy towards his enemies. The stars reappear slowly as the ability cooldown ticks

Terms of Use, Section 15.4, Dispute resolution. Paraphrase: By using the products/services of Riot, including the website, you agree that you won't bring class action suits against them. You can only use out of court arbitration.
I.e, you cannot sue them.
