While she's not getting a new skin, it's because she has a champ update in progress (mostly gameplay, but there are supposed to be art changes too- Could be simple animations and VFX updates, could be updates to her model, could be anything really).

Champions who have champion updates coming up won't receive new skins until the update is complete.

The reasoning behind this is, we'd like to have the new look of the champion when creating the skin, versus creating something and then updating/modifying it to work with the new look of the champion. This can go for the model, skills, or sounds. Plus, it's a not-so-great feeling to have content you really enjoy completely changed - especially if the update doesn't include the special aspect you liked in the original.

You've just implied that Fiora is getting a visual update in addition to a gameplay one.

This can go for the model, skills, or sounds.

If skills change (for example, a gameplay change), we'd need to concept new particles for the skin we'd already created. However, we've also stated there would be art adjustments.

They probably haven't started working on her in earnest yet. She isn't priority number one.

is the update almost done? and what are the extents of the visual changes?

I don't have an ETA, but I can share what Meddler did in regards of to what's in the works for her.

Fiora's being actively worked on right now, both in terms of gameplay and art adjustments. She's not one of the next updates out (those'll be GP and MF), but will probably be one of the next updates after them.

On the gameplay side the guiding pillar's remained 'Grand Duelist', with abilities focused on dueling enemies, with speed and timing emphasized. Single target damage and mobility are likely to remain her strengths. She'll probably end up with a bit of situational CC and a bit more disengage than at present, though in exchange have a somewhat less guaranteed combat pattern (e.g. we've been testing a Q dash that's free targeted, rather than certain to hit once cast). In terms of existing weaknesses we expect she'll continue to lack AOE power and will still be a non tanky melee damage dealer. More details/discussion to follow closer to her release of course.

I just want POPPY :( Feels like she is getting drown down by the other things that slip in in-between.

So... What about champions like Yoric, who have been on the Champion Update list for more of League's history than not? Are they still ruled out, despite being back burner champions?

If a champion VU is Sion-sized (in terms of changes... not his actual size), we likely wouldn't begin work on a champion skin until after the VU has been complete. Yorick isn't on the immediate Champion Update list, so I'm not sure what the game plan is with him just yet, so I can't speak to if he'd be ruled out or not in terms of skins.

Let's take this opportunity to call out what a massive blunder Yorick is. This is not directed at you per se as it is not your fault at all, but Yorick is the worst handled moba character since the Gambler. He is permabanned from the free week rotation, he is constantly the culprit behind spaghetti code breaking the game (unlimited deaths in a game, dropping games every other patch, etc.), no skins released, perma "on the remake to do list." Lets be completely frank here, why has he not been #1 on the redo list? Why has Gangplank now received 2 visual updates while Yorick, who is not in a sorry visual state in my opinion, will not get a skin because he is "on the VU list?"
