Animated Splash Art Help

Hello there summoners and Rioters,

I was sent here from Riot Daperfectten in regards to a recent question I had about the animated splash art. Most of this will be copy / paste from my original query and I hope this doesn't just get buried before I get a solid answer or guidance. Here's my original query:

Hi there team,

I understand you may get bombarded with queries about the artwork you produce but I have a small query that I'm hoping isn't going to waste time from submitting a ticket. (So sorry if it does!)

I recently made a small animation (SFW but not league related) out of curiosity to see how I would tackle such a task and it came out ok. I'm happy with it and managed to get the creators PDF file in order to break down the layers easier (I deconstructed a flat image for this) http://neongamerda.deviantart.com/art/Fujimoto-Rina-Animation-668736935

My main question is about the file output. How am I able to get a smaller file size if saving as a SWF and are there any other formats that would be better to save it as? (DeviantArt requires special permissions fo upload video files but SWF works fine). How are you able to get such detailed work in the launcher without having it be a super large file?

The other question is about the 2D rigging. The video showcasing the Jinx 2D rig was amazing and I never thought such a thing was possible. I just wanted to know what would be the best way to be able to do that or if anyone has any resources I can look through as some sort of tutorial to help me setup a 2D rig.

I'm hoping there is someone with better knowledge / experience that can help me out as I have finally found a heavy interest in something that can keep me busy in my day to day life.
