New Champion Idea: Pietro - "The Master Chef"

Hello everyone, after looking at a few suggested champions for league, I wanted to expand on an idea a friend gave me a while back for a new champion. I was wondering if I could get some feedback on what you all think about it. Here is what I have done so far:

Champion Name: Pietro - "The Master Chef"

Primary Role: Support
Secondary Role: Mage

Abilities:

Passive - Oven Roasted:

Any unit currently under the effect of one of Pietro's abilities takes 8% additional damage (additional damage from this passive is counted as magic damage) from single target champion spells or basic attacks other than Pietro's (max of 85 bonus damage against monsters). In addition, when taken effect on a enemy champion, Pietro is restored for 3*(level) mana if he is within 2000 unit range.

Q - Rollout Delivery: Range: 825 Cost: 60/65/70/75/80 Cooldown: 12/10.5/9/8.5/8.5

Pietro quickly rolls out a fresh circle of dough and slides it forwards on its side in front of him in a line, slowing the movement speed of champions hit by it for 25/30/35/40/45% for 2.5/3/3.5/4/4.5 seconds, upon reaching max range, the dough falls over to the (right/left) direction sideways towards the direction of the last target unit affected by one of Pietro's abilities in the last 4 seconds in a 325 unit area (prioritizing units in order of: (if no target is selected by this time, the dough does not fall over and instead crumbles into dust, and Pietro is given back 10/15/20/30/40 mana in exchange) (cannot fall forwards or backwards, has to be a straight fall right/left, it will fall in the direction towards the last target unit, regardless of whether or not it can hit it). In addition, upon landing, any enemies within the zone of the fall during the landing (not the line) are dealt 70/110/145/185/220 (+65% AP) magic damage and all affects from Pietro's abilities are refreshed if the target is a champion (Pietro's abilities currently affecting champion, item effects will not be affected, this goes for all renewal effects on Pietro's abilities). If the dough does fall over, it will remain on the spot it landed for 11 seconds, during this time, Pietro or an allied champion can move over the dough, consuming it and restoring health over time (2% health (+1% per 100 AP [Pietro]) per second for 3 seconds) (this affect does not stack, but eating additional pieces of dough will refresh the timer for the heal. The heal cannot be renewed/refreshed in any other way) and restoring Pietro's remaining cooldown for the ability by half (50%). If Pietro picks up the dough, he gains no health over time, instead just restoring the remaining cooldown by half (50%) (Moving over the dough as an enemy champion removes it) (A max of 3 pieces of dough can be down at a time for champions to pick up, if the number exceeds 3 without any expiring, the oldest piece will crumble away and disappear instantly after a 0.25 second delay. This rule applies separately to each Pietro on either team, meaning that each others max # of dough circles is unaffected by the opposing Pietro's current #). Note: (If the last target of one of Pietro's abilities is directly on the line of fire from Rollout delivery's first effect during the fall of the dough, the dough will fall exactly centered on the spot of max range for the ability, instead of spreading out sideways).

W - Sweet or Sour?: Range: 625 Cost: 55 Cooldown: 15

Pietro throws a random handful of spare batter at target 335 unit area, granting allied champions that pass through the area a temporary buff "Sweetened Courage" that gives their auto attacks/non-damage-over-time single target spells an effect that applies a "Sour Impression" stack, upon reaching 3 stacks on the same target, all stacks are consumed and minions/monsters are dealt an additional 10/15/25/30/45 (+15% AP [Pietro]) magic damage. Champions are dealt 15/25/35/45/50 (+15% AP [Pietro]) magic damage and are slowed for movement and attack speed by 15% for 1.5 seconds (stacking with Rollout Delivery's slow for movement speed) (slow from this buff does not stack with itself). In addition, any enemy champions who pass through the area have all effects from Pietro's abilities refreshed (renewed constantly until they leave the area) and gain a stack of "Sour Impression" every 0.35 seconds they remain inside the area of effect. Any minions/monsters inside the AOE have their attack speed and movement speed reduced by 25%. "Sweetened Courage" buff lasts 10 seconds after leaving the area of effect, and stacks on enemy champions are removed 1 at a time every 1.5/2/2/2.5/3 seconds after taking no damage from allied champions or Pietro for 3 seconds. Area of effect lasts 8 seconds before sinking into the ground. Note: (the source of the last stack of "Sweetened Courage" will deal the damage, ex: 2 stacks from the AOE, 1 last stack from an allied champion, the allied champion would deal the damage [still using Pietro's ability power for the bonus AP damage, but not assigning that it was from Pietro]).

E - Delicious Aroma: Range: 550 Cost: 75/85/95/105/115 Cooldown: 16/14.5/12.5/10.5/9

Pietro sprinkles a large amount of seasoning in target 400 unit area, revealing and granting vision against any enemy units inside the area of effect (vision lingers for 3/3.5/4/4/4 seconds upon leaving the area of effect) (4/4.5/5/5/6 seconds for minions) (this part of the ability does not work on jungle monsters). In addition, if an enemy unit is inside Delicious Aroma's area of effect for more than 2/1.75/1.5/1.25/1 seconds, they are blinded for 2/2.5/3/3/3 seconds and take 25/30/35/45/60 (+20% AP) magic damage per second for 3 seconds upon leaving the area of effect (effects from this part of the ability are canceled if the target does not leave the AOE until after the AOE expires) (blindness from this ability can only take effect once every 5 seconds for the same target, and cannot be renewed/refreshed) (the damage over time from this ability, however, can be renewed/refreshed). Area of effect lasts for 4/4.5/5/5.5/6 seconds.

R - Culinary Mastery: Range: Global Cost: 100 Cooldown: 100/80/60/60/60 Passive Cooldown: 1.5

Passive: Pietro's basic attacks renew all affects from his abilities on enemy units. In addition, Pietro's basic attacks apply "Sour Impression" stacks (These two effects may only occur once every 1.5 seconds, and are on the same timer) (Pietro's basic attacks will not apply "Sour Impression" if he doesn't have at least 1 rank in "Sweet or Sour?").

Active: All enemy champions currently effected by any of Pietro's abilities are stunned for 0.25/0.5/0.75/0.75/1 seconds (this specific effect (stun) cannot be renewed/refreshed) and lose 45/50/55/60/65 armor and magic resist for 3/3.5/4/4.5/5 seconds (starting at the beginning of the stun) (armor magic resist cannot become negative from this effect, nor can it be renewed/refreshed, like the stun).

Note: (the original idea was to have Pietro be a support that heavily relies on his skillshot/AOE ability effects in order to be effective. He lacks a suitable escape other than summoner 4 , and also relies a lot on his team to deal most of his potential damage. His Q is currently his only reliable way of dealing damage directly, and that ability is what probably needs the most improvement/revision out of all of the one's given).
