Volibear has gone 3.5 years without a new skin. Ornn hasn't even gotten a new skin since being released nearly 2.5 years ago. According to the lore, they are brothers. It's not hard to make some kind of crossover skin for both of them, perhaps as a VS event. Come on Riot, don't let Volibear become the next Urgot.
I believe Ornn is getting an Elderwood skin, which will probably be coming late next year, and for Volibear he is getting a complete VGU so it's most likely a few of his current skins will be completely redesigned.
Voli gets a rework in near future - so all his skins will be reworked as well (to fit the new model).
Ornn on the other hand - does need some modern love - in the outfit department.
Yeah I feel Ornn with candy cane horns would have fit into sugar rush or something. Heck last year I drew my own idea for a Workshop Ornn with is obviously a perfect skin for his passive . (I made him have cute moose antlers for that doodle) . Elderwood if that is true would be cool but they are just glancing over so many easy possibilities.

Volibear has a VGU coming soon. Ornn is in a class with champions like Xerath, Illaoi, Vel-koz, Kindred, Shyvana, Bard, Udyr, etc, they are not highly played champions and they have a difficult look to translate. They are really hard to find themes for that hold up to their higher standards on skin looks and readability.
With Ornn, what are you gonna do about his Anvil? Illaoi has her tentacles, Bard has his meeps, Udyr has 4 different animal forms, Shyvana has to turn into a dragon, Vel-koz is just a floating eyeball, Azir needs his soldiers. These things are crucial to how the champion plays and they need to be readable to the other players in the game who may not be highly familiar with the skins.

Volibear is getting a rework soon. But yeah, I think Ornn's overdue for a 'pity skin' that Riot gives out every so often to champs they hate making skins for.
Voli has a full visual and gameplay update coming in 2020. He is ineligible for skins as a result. His current skins will see pretty significant improvements and he will then get new ones after that time.
