Now I'll try to be upfront and direct with you, it is unlikely you will just have your own champion made. Thousands and thousands of players would love to have their own champion made and unfortunately Riot can't help them all.
Now that doesn't mean all hope is lost. There is a very devoted community here in Concepts and Creations who particularly like to create Champion Concepts. What we often do is create a a characters kit and lore with some basic stuff like their name, appearance, etc.
Now I really suggest you consider making your own champion concept. Not only can it be a ton of fun, but you'll also get some cool insight over time about how champions are designed and gameplay in general. If you click these gold-ish words, you can open a link to one of my recently developed concepts as an example.
Anyways, the first step would be trying to find a core part of the character you really like. Maybe its a mechanic like Azir's sand soldiers which are really cool. Or maybe its some lore and really interesting story like Poppy's. It could also be a type of character. For example the concept I linked you above is about a character named Fronde who rides this big ass elk who's antlers she uses as a long bow. That idea was what originally drove me to fully flesh her out.
One big suggestion to any character you make is to try and not make them super generic. A generic, cliche, fire mage who just throws fire balls in game isn't going to be very well received by the community or Riot most likely. Nor is such a character very thought provoking or interesting. If you look at Riot's modern champions, the characters aren't very generic or cliche. Kindred for example is the "grim reaper" of League of Legends, but they don't have the cliche, generic hooded skeleton with a scythe appearance. You can still have a fire mage as a character, just like you can have a grim reaper character (Kindred), but you should make them more interesting and unique. Something breaks the expectations.
In addition, if you really want to catch Riot's attention with your concept, or just be successful with your concept, you should try to develop your concept as much as possible. Currently it sounds like you have a lot of ideas but you didn't really convey them through the post very much. You showed Kindred's icon with a bunch of items and summoner spells but that doesn't really give me much of an idea of who this character is.
Finally I really suggest you take a look here at this champion concept guide. Its pretty helpful and It's got a lot more to it.
