With the other champions with VUs having classic skins, why has Gangplank not gotten one?

I would gladly pay 1850 for the original voice lines and model of the the 2013 Gangplank, i loved being the generic pirate that was pretty much useless but for some reason had me main him for season 4. Only thing worth bringing back is his original VO, and even then it's pretty limited. Whats the appeal with old GP aside from nostalgia? Nothing, it's just an older outdated model.

Riot has stopped doing Classic Skins because they've decided that if a champion needs enough of a visual change to be unrecognizable from their previous version (unlike Shen, for example), then it's because their previous version is unsuited for the fantasy the character would / should convey.

In Gangplank's case his normal pirate skin (before the mechanical arm) can be considered his Classic Skin, because it hits all the same notes for the pirate fantasy. We didn't need to extremely similar pirate skins with red coats, so they didn't release a Classic Skin for him.

Why didn't Sion get one? Why didn't Poppy get one? Or Shen, or Karthus?
