Raphael, the Blood Weaver (Ionia)

Summary: Raphael is a support mage who uses health as a resource. He offers high sustain and medium single-target cc/utility making him ideal for a pick comp, but has no mobility and little personal damage.
Lore: Raphael was a very young boy when he visited the temple. The son of humble Poro herders, Raphael spent many days climbing mountains, learning to enjoy the harsh, cold wind. It was on one of his many adventures, when his family’s caravan was leaving Noxus after doing some business, that he saw the temple in the mountains. It seemed to him an easy climb, and the bodies of those he assumed to have failed in the same quest caused concern in the young boy’s pure heart. As he approached the top, Raphael thought he heard a noise, a rumble that grew the closer he got to the temple. Then, suddenly, only a few feet from the top, it all but stopped; only a faint gurgling sound remained. Raphael cautiously crept up to the base of the temple and looked in to see two figures, one dead on the ground and the other standing victoriously over him, drenched in blood. The victor turned, revealing himself to be Vladimir, and began to walk away. The brand new Hemomancer left the temple, leaving a trail of blood in his wake. Raphael rushed to the body on the ground. As he ran, his bare feet splashed in the puddles of blood, absorbing into his body. He reached the dead monk, full of sadness for this poor man. As his emotions began to rise, he quickly found that the strange blood started to well up at his fingertips, then flow into the dead man. He willed more and more blood into him, trying his hardest to restore the monk’s life. But it soon became clear that despite the young man’s kindness, the dead monk was beyond saving. It was in that moment that Raphael vowed he would not let this strange wizard, Vladimir, take another life as long as he was there to stop him. He bid his bare feet take him to Ionia where he sought out Soraka. Under her guidance he strained and struggled, ultimately forging his abilities into powers of healing.
Abilities:
P - Anti-bodies: Healing abilities have increased effectiveness on nearby allied champions (1200 range) This is fairly straightforward, and revolves around Raphael's blood/health theme.
Q - Super Saturate: *Raphael forms a bloodlink (tether) with a targeted enemy champion, filling them with blood for x seconds. The target is healed while the tether is active, but if they remain in range for the duration of the tether, they explode with excess blood, dealing AoE damage to all enemies around the target location and knocking the target back from the direction they are facing. *
This might need a little explaining. It is a targeted tether (think
W). While the tether is active, it actually heals the opponent for a small amount. When the duration ends, the target is dealt damage equal to twice as much health as they gained (if the target has 100 hp and gain 13 during the tether, they will end with 87) and knocks them away from the direction they are facing. The enemy has to make the choice of trying to escape and gain a little health, or stay and fight. If they try to run and don't escape the tether, they end up being knocked back into the enemy. If the tether is broken, they get to keep this health. This causes Raphael and his team to really commit to engaging when using this ability. It doesn't do a lot of damage, puts a fragile mage into dangerous territory, and if it doesn't finish, it gives away health to the target. However it does deal some small area damage and hard CC.
W - Blood-Let: Toggled Ability. Toggle on: Allows Raphael to auto-attack allies, healing them for a % of Raphael’s ability power. If the target is a minion, Raphael is also healed for a smaller percent. Cannot heal full-health allies. Toggle off: Raphael's auto-attacks against enemy champions inflict grevious wounds for X seconds. This cannot be triggered against the same champion for X seconds. I currently regard this as Raphael's signature ability. There currently isn't a mechanic that allows champions to auto-attack anything other than enemies. The heal amount would be small, comparable to Doran's Blade sustain, but it causes the enemy to have to continue trying to poke you down or risk having full-health opponents. Even the toggle-off grevious wounds fits with his blood theme. For extra cheese, build a Runaan's Hurricane for extreme healing.
E - Clot Skill shot. First enemy target it hits (including minions) inflicts them with decreased %armor and blind for X seconds
~~"Clotted" is a new CC (name is immaterial, can be changed if used by other champions). It prevents champions from using auto-attacks, while allowing them to continue using spells (essentially the reverse of Silence). Currently I imagine that "Clotted" prevents the use of auto-attack enhancers (
Q,
E, etc.) but that is negotiable if it prevents too much counter-play.

R - Siphon Can be cast on enemies or allies.
On Ally Cast: Heals target ally for a % of Raphael’s current health %.
On Enemy Cast: Deals magic damage based on Raphael’s % health missing.
A little explanation of the ult: It is a little complicated to read, but very simple in practice. We’ll start with casting on an ally; the more health Raphael has, the more it will heal. This is useful at the beginning of a fight when a carry is getting focused down, but Raphael has not taken much damage. Important to note, it does not matter what the value of his health is. For example, 300/400 will do the same thing as 600/800.
When casting on an enemy, it’s a different story: The less health Raphael has, the more damage it will deal. This is useful when Raphael gets focused down in a fight and wants to deal the most damage possible before dying. Again, the actual value is insignificant: 50/400 will do the same as 100/800.
