Runes

Alright, so I have a lot of ideas about League to generally make it better or more fun. Lately, I've been thinking about the runes you guys have gone down on the prices which is fantastic but still makes it harder on new players when leveling cause they can't get them until they hit 20 and without boosts that can take forever. Here's my idea, remove Tier 1 and Tier 2 runes all together I haven't met a player that has even bought them throughout leveling or even uses them at 30 if they don't have the IP to afford the T3 for their core page. Doing this will allow players to get stronger as they level an make the leveling a lot smoother. I also suggest allowing players to have access to all 30 mastery points and leveling still be 1 new rune per level as it is now. Now here is where it gets a bit weird. You guys could make some sort of new currency to allow us to combine the runes, can't cross combine like a Mark with a Glyph, but only the same kind. For example as an avid Nidalee main: prefer jungle I take AD reds but it would be swell if I could combine an Full AD red with and ATS red taking half of the rune not the full that would be too much so it would eventually turn into a +0.95 AD +0.85 ATS red. This could an should allow early games to be much quicker, and explosive with how I've explained an I suggest 3 shards (being a filler name cause I haven't thought of a rune combiner name) per rune to combine it. You get 1 piece of a shard each win or half a loss an need say 3 whole pieces for a shard + X amount of IP for whatever your combining could vary between what runes your using but should cost the full amount of the two actual runes even if you already own them. This is also a great was for players that don't have anything to spend IP on but isn't so game breaking people can't play without it. It would only enhance the early game a little bit giving those players that have trouble with CS'ing or clearing the jungle cause they can't kite or giving them a bit of cdr to help with the new 45% cap on CDR mastery.

I can agree with this. I think one of the most disappointing things to happen to me after joining league was not being able to use smite or ignite until I was a level 10. I understand why Riot does it; because up until that point you really are just getting used to playing the game; and hell I'm still not that great at it. But. I wanted to learn how to jungle much earlier on in my gaming "career" than I was allowed to.

But then I know very little about what works and what doesn't.
