Seth - The man struck by lighting

P: Lighting Seth gains 1 stack of lighitnig force every 20'th second stacking up to 2. when an enemy is hit by seth when he got a stack the enemy's moment speed is greatly slowed and get's hit by a lightning strike dealing magic damage and visoning the target for 1.5 sec.

Q: Storm Bolt

Active: Storm Bolt Seth sends out a bolt of lightning in a straight line dealing magic damage and marking the first target hit whit Mark of the storm.

Passive: Mark of the storm Landing his Q marks the enemy for 5 secs. The next ability hit will proc this mark dealing damage and slowing the target.

W: Lighting Defense

Active: Lighting shield Seth gains a heavy shield absorbing only magic damage-

Passive: Lighting absobtion Seth gains 10/15/20/25/30 bonus magic resist.

E:Static Charge

Places static charge in a ground area, explodes after .75 seconds, dealing damage and knocking back who are in the epicenter the explosion (from the center) a short distance. Medium cooldown. Can cast again for free one time, after the first cast. Static cooldown of .75 seconds after first cast.

R:The Storm of doom

Deal instant damage. After that, you do a after shock that can bounce between targets hit by the aoe part in a way like varus ult but in a higher projectile speed.

Hey. I like this. We can use some electricity based champs. Ok, quick review:

Name: his tagline made me laugh, and could add some 'funniest' to the champ. Or a more serious tagline could make him very evil. I would like to say go evil.

P: Change it to a straight and direct lighting strike from the sky every, say 16 seconds to all enemies near him dealing low scaling damage. He could give a visual warming by being more static and shocking looking as it is about to happen. Quick and dirty name idea: Striking Presence

Q: basic damage spell? check. You said it places a mark? But not for what it's used for. Let's add some kit synergy -

Mark last 5 seconds. make this skill pass through and damage all enemies in the path. Any marked enemy hit by the passive is rooted then slowed. (Can't used Stunned or Kennen will be out of a job.)

W: A Shield huh? Ok. Lighting magic seems like a good defense for all magic right. Let's give him passive magic resist increasing in spell rank. Still keep the shield, but give him even more magic resist when you active the shield. Lose the passive magic resist while the ability is on cooldown. No damage dealing with this ability.

E: Honestly I'm a little confused by what you want worth this spell. Just a knock back? Cool, because lighting can send people across the room when they get shocked. Let's use a barrage system with a small ground targeted radius. (Barrage = cast once, other cast are free in a short period: Ahri 's ultimate.)

R: AOE lighting ultimate... Kennen is getting mad again, lol. Let's keep it AOE, deal instant damage BUT, deal a max percentage of health over time with the Aftershocks that are happening. Let's say 15 / 17.5 / 20 Maximun health over 6.0 seconds.

I know my kit doesn't work perfectly together, but the base idea is good from you.

And then it turn out, it was just Xerath spamming his joke all along, he wasn't hit by lightning. ( ͡° ͜ʖ ͡°) In all honesty, this just doesn't seem original, and the grammarz was a bit cringe-worthy, but I like the E. The rest of his abilities just seem boring.

I would change the W, into something like an electronic current/static field similiar to kennen to make it where the electricity bounces in team fights
