Make League Honorable Again

As the Honor System is litterally dead - and yes I know there are those like 5% which still use it proper - I thought about make it rewarding if used proper. We would need an algorythm which test if the player uses it proper and if so he will get an IP or EXP Boost as an reward. Or something else; feel free to share your ideas of what could be a possible reward.
