New Ryze rework is garbage

Dear "Riot Games", i've just found the new Ryze changes on pbe, personally, i think that this new adaption of his kit can't be compared to the old one.

After many looks, i've saw a lot of similitudes with the Season 5 Ryze rework, his kit was totally impossible to balance, this new one is literally the mixture of the current ryze and the old.

The current PBE ryze is trying to compensate the old R damage on his E, leaving out however the old spellvamp, the main strength of his old kit.

if i were you, i'd would raise up the new CouldDown reset from 1 second at all lv to 1/1,5/2,5 at lv 1/9/13 so to let him scale better.

and maybe raising up also the Q-SpellFlux damage from 10%/20%/30%/40%/50% to 25%/35%/45%/55%/65%.

I like a lot the W mana sustain in laning phase, it is a good tool to help him in the early stages of the match, good job Rito.
