A Judge champion, no art, i feel like a judge is good enough to know what he looks like

So he looks like an old fashioned judge with a wig. He carries a book of law and a gavel. His basic attacks are him throwing his gavel.

Passive- Oath- The Judge's word is final, and his abilities can not be interrupted

Q- Judge- The Judge lays down his book of law on his enemies making it expand in an area of effect dealing 10/20/30/40/50 dmg (+50% attack damage)

W- Jury- The judge slows an enemy for 10/20/30/40/50%

E- Executioner- The Judge enlarges his gavel and smashes an enemy dealing 30/60/90/120/150 dmg (+75% Attack damage)

R- Triple Threat- The judge uses all three abilities consecutively even if they are on cool down. First he uses judge, and, at random, a champion affected by the AOE is selected then slowed 70% using jury, then gets dealt 200/300/400 dmg (+90% attack damage) using Executioner. If it kills a champion, his abilities' cool downs are reset.

I think it could be more like..

I like the passive. Perhaps he can be a point click. LOL that'll drive people mad..

Q - Judge "Order Order!" - Scilences W - Evidence (Still a slow because... it slows the courtroom) Stacks E - Jury Deals Damage based off evidence stacks.. R - Guilty. - Perhaps could be like a cage that deals damage and stuns the target..

Tripple threat seems a little too OP.
