Downvoting in ranked, player based rating system. & Champion experience pre-requisite.

Playing in ranked has been both an enjoyable experience and a painful one. Up until recently I was having a fairly good time playing ranked games and was actually winning fairly often, more than I was losing. I climbed about five tiers and then all of a sudden my games were inundated with either toxic players or players that were bereft of 'skill', and by skill I mean players that use unorthodox champions for off roles, on top of building outside their role or just not having ANY experience with the champion. When I go into ranked I'd like to see that people have attained a level of familiarity with their champion as to best ensure that they don't get overwhelmed in a competitive ranked game. This shouldn't be too much to ask for.

As such, I feel it necessary to be able to rank your teammates on their performance, if a team feels that someone picked a role or a champion that isn't congruent with its lane or placement in the game then that player should be subject to the scrutiny of the community. Experimentation is for normal games, yet I see people trying out things like AD amumu and AD nasus jungle... IN RANKED.

I propose that if you get below a grade of B- that you can then be subject to grading from your teammates. If you accrue enough negative feedback either because of toxicity or general lack of experience/skill with a champion then you should be suspended from playing ranked games. Perhaps what I'm asking is that people play in normals until they attain a rank of 5 with their champion, this ensures that they're at least somewhat familiar with their abilities and which items they're supposed to buy. Of course if this sort of rating system were implemented it would have to take either a few egregious examples of either intentional feeding/griefing or just a lot of games recorded with a player using a champion which they have no experience with, and as a result, are actually throwing games for their team.

I realize this rating system might not actually be a good thing to have, because there are lots of angry/toxic players in league who are vindictive and just want to ruin other people's day. I do feel like the per-requisite for experience in ranked is a good thing though.

tl;dr - can we enforce having a prestige level of at least 5 with any given champion to be able to play in ranked. It makes sense, because normals ARE for practice and experimentation while ranked is for competitive play.
